Dr. Yussif Sulemana, the Managing Director of Tema Oil Refinery (TOR), has been reassigned to serve as a Technical Advisor at the Ministry of Energy and Green Transition.
He took over as TOR MD in February 2025, succeeding Kofi Tagoe Mocumbi, who served during the Akufo-Addo administration. His reassignment adds to the list of leadership changes TOR has experienced in recent years.
During his brief tenure, efforts to revive the refinery continued but saw limited progress. Public and industry observers have repeatedly criticized the refinery’s struggles, despite numerous government promises.
Following this leadership change, TOR’s Deputy Managing Director, Edmond Kombat, has assumed the role of Acting Managing Director. He will oversee the refinery’s operations during this transition.
This move comes at a time when Ghana’s energy sector is undergoing significant policy shifts, with a renewed focus on sustainability and operational efficiency.
