Parliament approves GH₵10bn for Health Insurance Fund

Parliament has approved GH₵10 billion for the National Health Insurance Fund (NHIF) for 2025.

This funding will boost the operations of the National Health Insurance Scheme (NHIS), a key programme offering healthcare access to Ghanaians.

According to the breakdown;

GH₵6.5 billion (65.1%) will cover claims, GH₵1.2 billion (12.3%) will go to NHIA operations, GH₵124 million (1.2%) will support district offices, and GH₵984 million (9.8%) will be allocated to the Ministry of Health.

Health Minister Kwabena Mintah Akandoh told reporters that this is a major increase from the GH₵6 billion in 2024. He explained that the fund’s uncapping in the 2025 Budget allowed the government to redirect extra resources into key areas.

As a result, the NHIF will now support dialysis treatment under NHIS. Part of the funds will also go into Mahama Care, a government-backed initiative targeting non-communicable diseases like stroke and kidney issues.

Mr. Akandoh added that these diseases account for 45% of deaths in Ghana, so targeted funding is critical. He also confirmed that the fund would fill financial gaps caused by reduced donor support.

The NHIF receives money from the National Health Insurance Levy (NHIL), SSNIT contributions, and investment returns. It has supported the NHIS since 2003 to give all Ghanaians access to quality healthcare.
