Finance Minister Dr. Cassiel Ato Forson has issued a stern directive to government agencies, emphasizing that no contract shall be approved without prior authorization from the Ministry of Finance.

Effective April 3, 2025, this move aims to reinforce fiscal discipline and enhance public financial management across all government sectors.

Addressing Chief Directors and senior officials from various Ministries, Departments, and Agencies (MDAs) at a high-level meeting, Dr. Forson stressed the importance of adhering to this directive.

“You cannot award contracts without the express approval of the Ministry of Finance,” he asserted in a Facebook post on April 8. “No commencement certificate, no procurement,” he added, underscoring the need for strict compliance.

This decisive action marks a significant shift in the government’s approach to financial management, promoting transparency and accountability in the awarding of contracts.
