Lift embargo on non-academic staff appointment – TEWU urges gov’t

[dropcap]T[/dropcap]he Teachers and Educational Workers Union- TEWU has called on government to lift the embargo placed on appointment of non-teaching staff to allow  more recruitments into educational institutions

Contained in a statement release yesterday among other concerns, The General Secretary of Teacher and Educational Workers Union, Augustine Karbocalled on government to respond to their concerns with the needed urgency because the issues have dragged on for too long and it is hurting members of the union

[ads1]He indicated that the press conference, the very first since the NPP government took over power is meant to give the government the opportunity and space to deal with the issues without the need for any industrial action to force the hand of government to do the right thing

According to him, due to the embargo placed on the appointment of non-teaching staff by the previous government, over 10000 members who left the service, retired or died have not been replaced

This placed an extra burden on non-teaching staff at post to fill these void.

PRESS RELEASE

The Teachers and Educational Workers Union (TEWU) of TUC GH at it Nationals Executives Council Meeting held at the Union’s Guest House in Accra-Lapaz from Tuesday 25th April, 2017 observed the following issues affecting the membership of the union (Non-Teaching Staff) in the Ghana Education Service. Universities, College of Education Service, Ghana Library Authority, Museums and other quizzer institutions and would therefore draw the attention of Ghana Education Service Councils, Public Universities, Technical Universities Management to urgently address them before the current academic years (2016-2017) ends: the Union should not be blamed for consequences thereafter

Embargos on Non-Teaching Staff Recruitment

A large number of non-teaching/non-academic staffs have retired died or vacated post. This is over burdening the staff who are compelled to perform the functions that should have been done by more hands

We urge Government to lift the embargo on employment to enable the management of GES, Universities, Colleges of Education, Museums, Ghana Library Authority and other quizzer institutions to fill the vacancies

Non-payment of critical support premium

Since the introduction of the critical support premium of the staff of the Ghana Education Service, eleven (11) out of the twenty two (22) categories of the non-teaching personnel have been denied payment and even some of the eleven (11) categories who were benefiting from this are no more receiving

We therefore call on Government to urgently fix it to cover the entire twenty two categories of non-teaching staff

Conditions of Service

We are aware that the conditions of service of the non-teaching staff of Ghana Education Service, non-academic staff of the universities and the colleges of Education, the Museums and other quizzer institutions have expired. We therefore call on the GES Council, National Council for Tertiary Education and other councils and managements to expedite action in getting them finalized and signed as early as practicable

Teachers Performing Non-Teaching Staff Duties

There is a common knowledge that some schools do not have adequate teachers, meanwhile professional teachers continue to desert their core duties as teachers to perform duties that are the preserve of the non-teaching staff

This situation leaves some of the non-teaching staff redundant at their work places and therefore causing financial loss to the State

We therefore call on GES Council and the Management to ensure that teachers found in this situation are moved back to the classroom to perform their rightful duties as teachers and engage more non-teaching personnel for the Service

Harmonisation of Salary Structure

We have noticed with great concern that there are salary disparities in the GES  and the college of Education. We therefore call on the councils and managements of GES and Colleges of Education to as a matter of urgency take steps to harmonize these disparities by ensuring fair and equal pay for all workers.

For example accountants, administrative officers, and supply officers with same qualification of HND are differently placed ie accountants, administrative officers are placed on level 14 while their counterparts Supply Officers are placed on level 13 on the Single Spine Salary Structure. Also, the Non-Academic Staff of the colleges of Education with first degrees are differently placed as compared to their counterparts in the teaching field an so as the second degree holders
