The Ghana Revenue Authority (GRA) is set to deploy an upgraded version of its electronic Value Added Tax (E-VAT) system this year, with more than 5,000 registered VAT entities ready to onboard.

This enhancement aligns with a broader review of the VAT system aimed at capturing all registered taxpayers and providing a modernized platform for efficient tax administration.

Improved Technology to Simplify VAT Processes

Acting Commissioner-General Anthony Kwasi Sarpong announced the update during a virtual stakeholder engagement, noting that the system will make VAT accounting simpler and more efficient for taxpayers.

“The electronic VAT exercise is ongoing. We’re reviewing the entire structure, and the Finance Minister is giving it serious attention. Once finalized, we’ll seek parliamentary approval. The process is being enhanced with modern technology to ensure accountability,” he said.

Over 3,000 Taxpayers Already Onboard

Since its launch in 2022, the E-VAT system has onboarded over 3,000 taxpayers. GRA says it is continuing a nationwide compliance exercise with these users to evaluate system performance as implementation enters its final phase.

At the end of 2024, the GRA engaged over 5,000 VAT-registered businesses nationwide, preparing them for onboarding through workshops and consultations.

Challenges and Next Steps

Despite some technical challenges on the taxpayer side, the onboarding process continues steadily. The GRA remains committed to expanding coverage to ensure a fair and inclusive tax system.

The E-VAT initiative is rooted in the Revenue Administration Act, 2016 (Act 915), which mandates the Commissioner-General to modernize tax collection. Once fully rolled out, the system is expected to:

  • Formalize informal businesses
  • Increase domestic tax revenue
  • Strengthen audit capabilities
  • Enhance transparency in tax administration

The GRA says ongoing improvements and the broader system overhaul will drive long-term gains in tax equity and digital transformation.
