GRA eyes GH¢200bn tax revenue target in 2025

The Acting Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Kwasi Sarpong, has outlined an ambitious plan to raise GH¢200 billion in tax revenue by 2025. This move supports Ghana’s broader efforts to reset its economy and strengthen fiscal stability.

Speaking on May 6 during an X Space discussion titled “Resetting Ghana’s Revenue Mobilization,” Mr. Sarpong stressed the urgent need to expand the tax net. The session was co-hosted by the High Street Journal, IMANI Ghana, and NorvanReports.

“Our focus is to widen the tax base through technology,” he explained. “Many businesses now operate digitally. So that’s where we must go.”

To implement this strategy, the GRA is partnering with the Registrar of Companies and SSNIT. These collaborations aim to enable data sharing via APIs, allowing the GRA to identify businesses outside the tax system.

Mr. Sarpong added, “People register for pensions with SSNIT but often skip their taxes. By syncing our systems, we can ensure compliance.”

In addition, the GRA plans to engage informal sector groups to boost voluntary compliance. Mr. Sarpong believes that direct engagement will improve tax awareness and create a stronger culture of responsibility.

The GRA has set a long-term target to raise GH¢360 billion by 2028. It also aims to increase the tax-to-GDP ratio from 13.8% to 17–18%.

Mr. Sarpong credits recent gains, 25% to 30% tax growth since 2020, to ongoing reforms. However, he insists that the GRA must now intensify efforts.

By focusing on digital transformation and partnerships, the Authority seeks to improve tax coverage, support data-driven policymaking, and enhance national development.
