In groundbreaking move, the Ghana Revenue Authority (GRA) has directed all Electronic Transfer Levy (E-Levy) charging entities to promptly reconfigure their systems to reflect the repeal of the levy.
This directive follows President John Dramani Mahama’s assent to legislative bills on April 2, 2025, effectively eliminating the E-Levy, Betting Tax, Emissions Tax, and other levies.
The GRA’s official communication notified stakeholders that the Electronic Transfer Levy Act, 2022 (Act 1075) and the Electronic Transfer Levy (Amendment) Act, 2022 (Act 1089) had been signed into law, abolishing the 1% E-Levy effective April 2, 2025.
“This letter serves as formal authorization for the deployment of the ‘no charge’ configuration on your platforms,” the GRA stated, citing previous communication regarding implementation guidelines.
*Key Directives for Charging Entities:*
– Immediate Cessation of E-Levy Charges: Charging entities must cease applying the 1% E-Levy from midnight on all channels.
– Expedited Refund Process: Entities must establish an expedited refund process for any E-Levy amounts deducted from customers effective April 2, 2025, and maintain proper documentation.
– Submission of Refund Reports: Entities must submit reports of refunds processed to the GRA.
– Filing and Payment of Outstanding E-Levy: Charging entities must take necessary steps to file and pay all outstanding E-Levy charged and collected on transactions that occurred before April 2, 2025.
– Continued Posting of Electronic Transfer Transactions: Entities must continue to post all electronic transfer transactions to the GRA’s Electronic Transfer Levy Management and Assurance System (ELMAS) until further directives are provided.
– Maintenance of Electronic Transfer Records: Entities must maintain electronic transfer records for at least six years, as stipulated in the Revenue Administration Act, 2016 (Act 915).
The GRA warned that failure to comply with these directives constitutes an offense and will attract sanctions as prescribed by law.
