A Ghanaian private citizen, Balbir Violet Allan, has filed a lawsuit against the Bank of Ghana and its former Governor, Dr. Ernest Addison, accusing them of gross mismanagement of the national currency.
Allan, who identifies as an investor in government treasury instruments, claims that the sharp depreciation of the Ghanaian cedi from 4.26 to the dollar in 2017 to 15.49 in 2025 has resulted in significant financial losses and eroded her purchasing power.
The suit, filed through law lecturer Dr. John Baiden, alleges that the central bank under Dr. Addison failed in its statutory duty to maintain currency stability.
Allan argues that this negligence led to the cedi becoming one of the world’s worst-performing currencies during Addison’s tenure.
She is seeking a High Court declaration holding both the Bank of Ghana and the former Governor accountable for the depreciation, and for the exchange rate losses to be declared enforceable against them.
The case raises critical questions about central bank accountability, economic stewardship, and the legal responsibilities of public financial institutions in managing national currency value.
