Speaker of Parliament, Alban Bagbin, has issued a firm reminder to Members of Parliament (MPs) that parliamentary privilege does not shield them from lawful investigations.
Speaking on Tuesday, May 27, as Parliament reconvened from recess, Bagbin addressed the House on the growing number of official communications from law enforcement agencies requesting MPs to appear for questioning.
He acknowledged that some of the allegations relate to conduct before or during an MP’s term of office. However, he stressed that such requests must be taken seriously, as they directly impact Parliament’s image and the public’s perception of its integrity.
“Let me sound this loud and clear: parliamentary privilege is not immunity from lawful inquiry. It is not a licence to disregard the law,” Bagbin stated. “These provisions are institutional safeguards. They were never intended as escape routes for Honourable Members.”
He clarified that the immunity granted to MPs is meant to protect the independence of the legislature, not to obstruct justice.
Bagbin assured the House that under his leadership, due process will always be followed when allegations are raised against any lawmaker. He pledged that Parliament will neither tolerate politically motivated persecution nor allow MPs to misuse privilege to evade accountability.
“I remain committed to fully upholding the constitutional and procedural protections afforded to every member of this House,” he emphasized. “The dignity of Parliament requires that its rules and privileges be respected. But it also requires that we do not mistake privilege for impunity. No member can act as though the confidence of the electorate is a shield against scrutiny.”
Bagbin’s remarks signal a clear stance on balancing legislative independence with legal accountability, as the House resumes business amid rising scrutiny of public officials.
