The Alliance for Social Equity & Accountability has petitioned the Commission for Human Rights and Administrative Justice, CHRAJ to investigate Jean Mensa, Electoral Commissioner and Eric Asare Bossman, Deputy Commissioner for not disclosing their assets in accordance with Article 286 of the Constitution.
According to the Executive Director of ASEPA, Mensah Thompson, “Our checks with the Auditor General’s Department as at yesterday 9th December, 2019 shows that the two above named officials have not yet complied with the provisions of Article 286.”
“This we believe constitutes a fundamental breach of the Constitution and gross misbehaviour by these officials.” – He said in a statement
He revealed that Article 286 “is a very serious provision that implies that within 3 months of taking office, public officers are mandated to declare their assets and liabilities at the Auditor General’s Department.”
“We have therefore petitioned CHRAJ in accordance with Article 287 to institute a formal investigation after which Article 146 would be invoked following the outcome of the investigations to commence impeachment proceedings against the two officials.” – he said
Jean Mensah and Bossman Asare were both appointed into office in August last years after Charlotte Osei and her two deputies, Amadu Sulley and Georgina Opoku Amankwah were removed from office.

ASEPA PETITIONS CHRAJ AGAINST ELECTORAL COMMISSIONER AND HER DEPUTY FOR NON-DISCLOSURE OF ASSETS IN ACCORDANCE WITH ARTICLE 286 OF THE 1992 CONSTITUTION
The Alliance for Social Equity and Public Accountability-ASEPA has today officially petitioned the Commission for Human Rights and Administrative Justice, CHRAJ in accordance with Article 287 of the Constitution for Non-disclosure of Assets by Jean Mensa, Electoral Commissioner and Eric Asare Bossman, Deputy Commissioner in accordance with Article 286 of the Constitution.
This is a very serious provision that implies that within 3 months of taking office, public officers are mandated to declare their Assets and liabilities at the Auditor General’s Department.
This is the primary mechanism put up by the State to ensure Public Accountability as well as augment the general fight against corruption.
Our checks with the Auditor General’s Department as at yesterday 9th December 2019 shows that the two above named officials have not yet complied with the provisions of Article 286.
This we believe constitutes a fundamental breach of the Constitution and gross misbehaviour by these officials.
We have therefore petitioned CHRAJ in accordance with Article 287 to institute a formal investigation after which Article 146 would be invoked following the outcome of the investigations to commence impeachment proceedings against the two officials.
We, therefore, entreat all Public Officers who have not yet complied with the provisions of Article 286, to do so immediately to prevent any eventualities.
