A fresh political storm is brewing between Member of Parliament for Gomoa Central, Kwame Asare Obeng, popularly known as A Plus, and the Attorney General, Dr. Dominic Ayine, following allegations of financial impropriety related to the Sanitation and Pollution Levy (SPL) and the revival of the National Service Scheme (NSS) case.
A Plus took to Facebook on Thursday, April 10, 2025, to accuse Dr. Ayine of playing a central role in what he described as a coordinated scheme to manipulate public opinion in favor of increasing the SPL for Zoomlion.
His post also hinted at a brewing legal showdown, alleging that the Attorney General was planning to charge him in connection with a past NSS-related issue.
“If Dr Ayine attempts anything silly, I’ll expose him further. I’m only setting the stage for a fight. It’s a trap! And trust me, you’ll lose!” he wrote.
The Sanitation and Pollution Levy
The Sanitation and Pollution Levy, introduced in 2021, imposes a 10 pesewa tax on every litre of petrol and diesel purchased.
According to A Plus, the government is preparing to raise this levy, allegedly under the guise of addressing sanitation challenges across the country.
In his post, A Plus claimed that a campaign is underway involving “select media houses and civil society organisations (CSOs)” who have been instructed to broadcast “carefully curated images” of filthy streets and uncollected waste to convince the public of the need for an increase.
“There is a coordinated plot to flood the media with images of dirty streets and choked gutters just to justify raising the Sanitation and Pollution Levy,” he alleged.
Despite the tax’s original intention, A Plus argued that the levy has done little to improve sanitation.
“A total of GHS 1.93 billion has been collected from 2021 to 2024,” he stated. “Yet, our streets are still filled with waste. So where has the money gone?”
He referenced investigative journalism by The Fourth Estate, which revealed that out of the GHS 264 million collected in 2021, the Ministry of Finance allocated GHS 156 million to Sewerage Systems GH. Ltd, a subsidiary of the Jospong Group.
“For what work done?” A Plus asked.
Allegations
A Plus directly implicated Attorney General Dr. Ayine in the creation of the SPL, suggesting he played a manipulative role while still in opposition.
“The current Attorney General, Dr. Dominic Akuritinga Ayine, while in opposition, went to great lengths to manipulate the drafting of the law,” A Plus claimed.
He further alleged that Dr. Ayine restructured committee leadership in Parliament to push through legislation that would benefit close allies.
“He schemed to reconstitute the leadership of the committee responsible, just so he could gain control and structure the law in a way that would benefit his close associate,” he wrote.
A-Plus then dropped a cryptic but pointed warning:
“I’ll show you where you got money for ‘the last one.’ Is that clue enough?”
Background: The NSS Saga
The clash between the two figures appears to be rooted in more than just sanitation deals.
Behind the fiery public statements lies what sources suggest is a renewed attempt by Dr. Ayine to bring forward charges against A Plus regarding a previous National Service Authority (NSA) matter where the Speaker of Parliament recently summoned him and Mustapha Ussif to the National Intelligence Bureau (NIB) for interrogation.
Though details of the NSS case remain murky, the timing of A Plus’ outburst has led many to believe it’s a preemptive strike aimed at neutralizing the Attorney General’s efforts.
