The Asuogyaman District Assembly in the Eastern Region has alleged to have made a series of payments to Wapivan Ventures and other individuals to the tune of GH¢108,000 on projects alleged “ghost projects”.
The Assembly is alleged to have spent the said amount on “Decoration of District Assembly land”, “Reshaping of Assembly’s residence road”, “reshaping of Mpamprose-Kudzikope-Gyakiti-Surveyline road” and the establishment of an Art Centre near the Adome bridge”.
A letter written by Mr. William Yirenkyi, Chairman of the Finance and Administration Sub-committee of the Assembly revealed that the Assembly on February 8, April 16, and April 20, 2018 paid to Wapivan Ventures in questionable circumstances.
The Committee of the assembly was thus requesting information on those contracts and also seeking a definition of “Decoration of land”.
The F&A Sub-committee is requesting for the following information: …..The meaning of “Decoration of land” and a detailed breakdown of works undertaken under decoration of land at Apeguso. Documentary evidence on the nature of work down that costed the assemble GH22,000. Contract agreement on Decoration of District Assembly land at Apeguso.
According to our sources, the District Cheif Executive, Mr. Samuel Agyekum never provided any information to the request by the F & A Sub-committee.
It was also alleged that the “reshaping of Mpamprose-Kudzikope-Gyakiti-Surveyline road” might have not been actually down by the Assembly, rather a Tropo Farm/Volta Catch – a private company in the area.

When the Director of Wapivan Ventures, Mr. Evans Appiah was asked the allegations of payment to his business for no work down, he directed the Awake News to the Assembly for the answers adding that “he does not deal with level deaded people”.
The DCE, Mr. Samuel Agyakum in an earlier response to Awake News’ Efo Korsi Senyo said the issues being published now by Awake News are dead news and he is surprised we now have it.

It was also revealed during our visit that the Assembly is alleged to have paid GHc10,000 for the construction of the Adome Bridge Tourist rest centre but work was not down or commerced more than 6 months after the payment was made.
A petition signed by about eighteen Assembly members reveals a series of allegations against the DCE some of which are currently being investigated by the Economic and Organized Crime Office.
